Planning in Toronto

Start with your property and your priorities.

A Toronto address can mean a narrow downtown lot, a semi with a shared wall, a detached house with a deep yard, or a managed condominium. The useful first question is what the existing property can support and what the household needs after construction. Share the address, photos, any survey or drawings, and a short list of essential outcomes so the discussion starts with the real site.

We can discuss connected projects as one scope: an addition may change a kitchen and rear exit; a basement plan may affect stairs, plumbing and the rooms above; a deck may change how the yard is accessed. Identifying these connections early helps make estimates comparable and reduces surprises when finishes come off.

Start with the address and building type. A detached-house project and work in a managed building can have different access and coordination needs.

We serve Toronto from our Etobicoke base. Tell us which spaces need to change, whether you will stay in the home during construction, and which parts of the scope are most important to you.

  • RiverdaleWhich previous additions or alterations are documented at this address, and what original details should remain?
  • LeslievilleWhat is the building and ownership type, and are there management conditions for alterations or deliveries?
  • High ParkWhere can materials reach the work area, and which gates, trees or structures affect that route?
  • The AnnexHow do the proposed rooms connect to existing stairs, services and the spaces the household will keep using?
  • The BeachesWhat does current property information show about boundaries, easements, grades and the planned footprint?
  • RoncesvallesDoes the exact parcel have a heritage, tree, ravine or regulated-land condition that affects this proposal?
  • East YorkIs the intended use household space or a separate dwelling, and which design questions follow from it?

From Riverdale, Leslieville, High Park, The Annex, The Beaches, Roncesvalles and East York and beyond, each property needs its own look at access, existing construction and the proposed work.

Homes in Toronto

Riverdale includes Victorian and Edwardian houses. A century-home renovation needs a different starting assessment from a newer townhouse or condominium.

Toronto approvals at a glance

Toronto Building reviews the proposed work; municipal zoning, protected trees and any property-specific approvals need their own check. Start with the use and dimensions of the proposal, then work through the application guide for that category.

Use Toronto's zoning information to identify the rules for the parcel and possible minor-variance or rezoning routes. For an addition, the City's guide calls for site, floor, roof, elevation and section information; it also links the online submission tool and required forms. The owner should identify the applicant and designer before drawings are submitted. An online pre-check or submitted application is not permission to start construction.

The route from proposal to construction

Resolve the steps that apply to the proposed work, and keep design decisions aligned with the accepted drawings. Review time and construction time are separate parts of the programme.

  1. Describe the work and intended use

Show existing and proposed layouts, new footprint or height, moved services and any additional dwelling. Identify the property type and ownership or management conditions.

  2. Check zoning and site approvals

Test the concept at the actual parcel. Ask about variances, heritage status, regulated land, grading and protected trees where relevant; record the departments and required documents.

  3. Prepare and submit the correct package

Use Toronto's application guide and online submission route for the project category. Include required forms and separate approvals that apply to the design.

  4. Receive permission and arrange inspections

Confirm that permits and required approvals have been issued before beginning the affected work. Keep the approved plans available and arrange inspection stages before assemblies are concealed.

Site, trees and outside approvals

A rear addition, garden suite or deck can affect tree roots even if the trunk stays. Toronto has separate permissions for injury or removal of protected trees and for disturbance in protected ravine areas. Plot the construction footprint, excavation, access and storage against those features before fixing the layout. If the land is also in a TRCA regulated area, ask TRCA about the proposed activity; the municipal tree review and conservation-authority review are different processes.

A household renovation or another dwelling?

A self-contained garden suite is reviewed as another dwelling. Toronto's guidance covers emergency access, utility connections, zoning and trees. It also flags properties still governed by former municipal zoning bylaws, so a standard backyard drawing cannot establish eligibility for every address. Show the main house, existing structures and proposed suite together, then compare the access path, privacy, servicing and yard restoration costs.

Agree who handles each approval and construction task

Name the responsible party in the design appointment or contract. The table is a planning checklist; confirm which services are included in the Andymax proposal.

Costs, approval time and construction time

Ask the written estimate to separate design, permit fees, demolition, construction, temporary protection, service changes and reinstatement. Identify allowances by product or work category, and say whether HST is included. Where investigation is still needed, record the unresolved condition and the approval process for any price change. A planning range is useful only alongside those boundaries.

Plan design and approvals, procurement, construction and finishing as distinct stages. A municipal first-review target is not a guaranteed permit-issuance date, and neither establishes the duration of the physical work. Ask what is already designed, what remains subject to review and which materials must be available before demolition. Use the matching service guide for published scope ranges, then request a property-specific schedule.

Check incentives separately from the construction price

First check Toronto's current development-charge exemption rules for the proposed dwelling arrangement. If a charge applies, the garden and laneway deferral programme describes a conditional arrangement tied to eligibility and a legal agreement. An exemption and a deferral are different; neither is a payment towards labour or materials. The City also states that the Affordable Laneway Suites Programme is discontinued. Confirm the project's charge position with municipal staff before assigning any saving.

Useful questions for a Toronto site visit

These prompts relate to the project conditions at your address. Neighbourhood names below identify coverage areas; they do not establish building type, age or permit status.

  • Rear additions: keep survey dimensions, roof connections and the excavation route together.
  • Interior layouts: identify proposed wall and opening changes before calling the work cosmetic.
  • Additional units: state the intended dwelling arrangement so fire access and services are designed for it.

Compare the relevant service and project guidance

Read the detailed service scope, then apply the local approval path to your proposal. The work gallery shows documented Andymax photographs and links to the relevant services.

Each service below is described for Toronto properties and links to its full guide. Ranges are in Canadian dollars, before applicable HST; your written estimate reflects the materials, scope and conditions at your property.

Home Additions

More room without losing the home you love

For a Toronto addition, start by comparing the space gained with the space you would give up outside. A rear extension can improve the kitchen and family room together, while a second-storey proposal changes stairs, circulation and the existing structure. We help you define the connection between old and new before the size alone drives the budget.

Toronto lists additions as permit work. Its addition guide identifies the site, floor, roof and section drawings; verify the parcel's zoning before fixing the footprint. See Toronto: small residential addition application guide and Toronto: property zoning and review options.

Measure the point where new rooms meet the original house. Price foundations, roof connections and changes inside retained rooms alongside new floor area; list landscaping and driveway repairs separately if excluded.

Typical range: $350–$600 / sq. ft.· Home addition construction

See Home Additions pricing and scope →

Garden Suites

A separate home starts with a workable lot

A Toronto garden suite needs to work as an independent living space while respecting the main home and yard. Before choosing a floor plan, map the route from the street to the proposed entrance, the trees you want to keep and the outdoor space both households would use. We can help turn those priorities into a construction conversation.

See Toronto: garden-suite requirements.

Include emergency access, utility routes, foundation work and disturbed-yard restoration in the site budget. Keep a standard building model separate from the property approvals and connections it still needs.

Typical range: $180,000–$250,000· One-bedroom garden suite, approximately 500–600 sq. ft., with mid-range finishes and a slab foundation

See Garden Suites pricing and scope →

Home Renovations

Make everyday rooms work better together

A Toronto home renovation often starts with one frustrating room but affects the spaces around it. If you want a more open kitchen, consider where coats, furniture and household storage will move. If your home is in a managed building, bring its renovation and delivery requirements to the first conversation with us.

Toronto distinguishes cabinetry and replacement fixtures from structural/material changes and installation or modification of plumbing or heating. See Toronto: when a building permit is needed and Toronto: small residential addition application guide.

Create one list of walls, openings and services that change, then list retained floors, ceilings and rooms requiring protection. Compare the same preparation, finishing and reinstatement boundaries across bids.

Typical range: $250,000–$400,000· Mid-range whole-home renovation of approximately 2,000 sq. ft.

See Home Renovations pricing and scope →

Basement Renovations

Choose how your lower level will be used

Your Toronto basement plan should begin with its purpose: a family room, workspace, guest area or separate dwelling. Those choices affect the layout and the information needed before pricing. We start with headroom, the stair route, visible service runs and any history of dampness, rather than treating every basement as the same finishing package.

Toronto's permit list distinguishes limited household finishing from structural/material changes, new plumbing, new entrances or another suite. Review the actual proposal rather than applying one rule to every basement. See Toronto: when a building permit is needed and Toronto: garden-suite requirements.

Record usable heights, stairs, exits, mechanical equipment and water-entry history. State whether the lower level is for the household or a self-contained dwelling before planning partitions or selecting finishes.

Typical range: $45,000–$75,000· Mid-range basement renovation including a bathroom

See Basement Renovations pricing and scope →

Bathroom Renovations

A bathroom renovation that fits the rest of your home

In a Toronto house or condo, moving a shower or toilet can involve more than the room you see. Tell us whether fixtures will stay in place, whether another bathroom is available and whether building management controls access to shared services. These details help shape a workable sequence and a more complete estimate.

Toronto distinguishes cabinetry and replacement fixtures from structural/material changes and installation or modification of plumbing or heating. See Toronto: when a building permit is needed and Toronto: small residential addition application guide.

Distinguish fixture replacement from relocated drains, new plumbing and changed walls. Include substrate repairs, waterproofing, ventilation coordination and access to services below the room in the written scope.

Typical range: $15,000–$25,000· Basic three-piece bathroom renovation

See Bathroom Renovations pricing and scope →

Deck Building

Connect the house, deck and yard

For a Toronto deck, the most useful starting measurements are the back-door height, available yard depth and the route into the garden. A generous dining platform can still feel cramped if stairs interrupt the main seating area. We help you compare layouts around the way you actually use the yard.

Toronto's list identifies decks more than 60 centimetres above ground as permit work and describes conditions for uncovered platforms. Check the exit function, configuration and zoning as well as height. See Toronto: property zoning and review options.

Draw the door level, adjacent finished grade, stairs, guards, footings and house connection. Price demolition and support repairs explicitly; replacement boards alone do not establish that old framing is suitable.

Typical range: $70–$200 / sq. ft.· Deck construction, priced by deck area

See Deck Building pricing and scope →

Fence Building

Privacy with practical access

A Toronto fence should give you privacy without making bins, bikes or garden equipment harder to move. Walk the proposed fence line with a sketch of each gate, then check which corners need wider access. We can price the lengths and gate arrangements together instead of leaving the most useful openings until the end.

Review Toronto: fences and pool-enclosure rules for local height, location and construction rules. A pool enclosure, retaining wall and ordinary privacy fence can involve different requirements. Confirm the local dimensions for this property.

Use dependable boundary information and show gates, grade changes, driveway visibility and any easements. Agree on post locations and removal work; an existing fence is not proof of the legal lot line.

Typical range: $55–$85 / linear ft.· Installed cedar fencing, priced by fence length

See Fence Building pricing and scope →

Kitchen Renovations

Make a Toronto kitchen work for real life

A kitchen renovation should improve the way you cook, gather and move through your Toronto home. Start with the appliance sizes and the routes between the kitchen, dining space and exterior door. We can help you compare keeping the existing arrangement with a layout change that opens the room more substantially.

Toronto distinguishes cabinetry and replacement fixtures from structural/material changes and installation or modification of plumbing or heating. See Toronto: when a building permit is needed and Toronto: small residential addition application guide.

Mark moved plumbing, electrical points, openings and exhaust routes on the layout. Match cabinet, worktop and appliance allowances when comparing prices, including repairs where the kitchen meets adjacent rooms.

Typical range: $35,000–$75,000· Full kitchen renovation

See Kitchen Renovations pricing and scope →

Flooring Installation

New floors with the details accounted for

Flooring in a Toronto home needs a plan for the rooms that remain in use. Decide whether the work should proceed one room at a time or across a connected level, then identify furniture moves and transitions at doors and stairs. We can assess the existing surface before you commit to a finish.

Describe whether the work only replaces finishes or also changes structure, plumbing or a fire-separation assembly. The complete scope determines the municipal review. Use Toronto: when a building permit is needed and Toronto: small residential addition application guide; a finish-product choice does not establish a permit exemption for connected work.

Measure floor levels, transitions, doors and fixed cabinetry. Separate removing the old finish from correcting the substrate; identify whether the proposal changes structure or a required fire/sound assembly.

Typical range: $5–$18 / sq. ft.· Flooring installation across a range of material choices

See Flooring Installation pricing and scope →

Tile Installation & Tile Work

Tile that feels considered, edge to edge

For Toronto tile work, show us the whole installation area rather than only the tile you like. A kitchen backsplash, shower and entry floor need different preparation and finishing details. We’ll discuss where the layout starts, how it meets adjoining surfaces and which edges will remain visible.

Identify the substrate, wet-area boundaries, drain position and waterproofing system before selecting tile. A larger format or new shower layout can change preparation; compare the complete assembly, trim and transitions.

Typical range: $10–$25 / sq. ft.· Tile supply and installation for standard layouts

See Tile Installation & Tile Work pricing and scope →

Residential Structural Framing

Frame new space around an established Toronto home

In Riverdale and other established Toronto neighbourhoods, a new room may meet an older house that has changed several times. Start by identifying the original structure, later additions and the rooms you want to keep in use. For a new build, the lot and construction access still shape how the frame can go up.

Toronto identifies structural or material alterations, including adding/removing walls, as permit work. See Toronto: when a building permit is needed.

Document existing bearing, proposed spans, openings and supports down to the foundation. Assign responsibility for design and temporary support, and include inspection access and repairs to adjacent finishes.

Typical range: $12–$18 / sq. ft.· Labour for rough residential wall, floor and roof framing on a new build

See Residential Structural Framing pricing and scope →

Load-Bearing Wall Removal

Open the room while keeping the house supported

A Toronto row house, semi or detached home can hide a very different structure behind a similar-looking wall. In Riverdale, previous renovations and retained architectural details deserve attention before a new kitchen or living-room opening is set out. Bring photographs from the basement and the floor above, if available.

Toronto identifies structural or material alterations, including adding/removing walls, as permit work. See Toronto: when a building permit is needed.

Show the proposed opening with the rooms above and supports below. Define the engineered load path and temporary-support sequence before demolition; include beam concealment, services and floor/ceiling repairs.

Typical range: $3,800–$9,500 / wall· Typical single-wall structural opening with temporary support, wall removal, beam installation and column tie-in

See Load-Bearing Wall Removal pricing and scope →

Toronto FAQ

Which municipality reviews a Toronto building project?

The applicable municipal building authority is Toronto. Use the property's exact address, intended use and complete scope to confirm the application category and other approvals.

Does a permit exemption mean zoning and site rules do not apply?

No. A limited building-permit exemption does not establish zoning compliance or remove separate approvals relevant to the property. Describe the full work to the municipality, including connected structural, plumbing, use or exterior changes.

Is there a current Toronto grant for every garden suite?

No universal construction grant is established by the linked Toronto guidance. Check whether a development-charge exemption applies first; a conditional deferral is a different arrangement if a charge remains. The City says the Affordable Laneway Suites Programme is discontinued.

What should I send for a Toronto estimate?

Start with the address, building type, photographs, approximate dimensions, intended use and any available survey or drawings. Include known water entry, prior structural work, access restrictions and rooms that must remain usable. A detailed price may need completed design and investigation.

Can an application review target be used as the construction schedule?

No. Design preparation, complete application review, revisions, outside approvals, procurement and physical construction are different stages. Establish the dependencies for the actual proposal before agreeing to demolition or a construction start.

Who obtains drawings, permits and inspections?

Confirm this in writing with the owner, authorized applicant, design professionals and contractor. Record who prepares documents, responds to comments, obtains outside approvals, books inspections and retains the final records. Do not assume those tasks are included in a construction allowance.

Are the published cost ranges an exact local quote?

No. They are early planning ranges with stated scope. The property-specific estimate must describe preparation, materials, connected work, exclusions, allowances and tax treatment; site access and existing conditions can change the result.

Do you serve Toronto?

Yes. Toronto is one of our ten confirmed service areas. Contact our Etobicoke office to discuss your project and scheduling.

How do I compare estimates for my property?

Provide each contractor with the same scope, measurements and selections. Ask for allowances, exclusions and tax treatment, then clarify any differences before choosing.
